Thank you for the question
Tasks constraints generally should be used to represent external constraints; for example a supplier cannot provide vital equipment before a certain date, or we cannot access a building vital to a task until a certain date.
They should however be used sparingy, as every task constraint limits project's ability to represent changes to the schedule that result from such things as task delays, resourcing issues etc.
