% complete

Hope you enjoyed your Microsoft Projectr Advanced course with Best STL.

Thank you for your question regarding the % Complete operation not updating the Summary Tasks and also reverting back to 0% after reopening the file.

Project Enterprise uses Project Server to control all project data. You should have someone who controls the server and who should be able to fix this issue for you.

I came across a site which was discussing a similar issue (they were using PWA) and I have provided you with a link to this site:

Part of their solution was to restart the server and clear the cache. They reopened the file which showed all tasks reset back to 0% complete. They then changed tasks back to 100% complete and published. The Summary Tasks then showed as 100% complete.
