what is the best way to label a pie chart that has a large number of small segments in it i.e. 20+

Thank you for your question and welcome to the forum.
If you add data labels to the chart, firstly I would ensure you tick the option to include leader lines (line that runs between the label and the corresponding pie segment).
Once the labels are displayed, you can click on individual labels to move them around. If you position a label further away from from it's respective segment, a leader line will appear connecting the label with the segment.
Also you can move labels on top of pie segments where they are large enough to fit.
