Answer to the question;
The Solver Utility is not installed by default, it is one of the Excel Add Ins which are User Installation items, so if your Solver Utility is not visible on the Tools Menu, take a look about two thirds of the way down and you will see an option named Add-Ins, click on this and the Add-Ins dialog box will open, click against the option for Solver, when you close the dialog box and return to your Tools menu you will see the option for Solver.
