How do you send someone a weblink by using the hotspot?

Not quite sure what you mean here.
When you say 'send someone' do you mean via e-mail, or by attaching a word document with a hyperlink inside via e-mail?
Microsoft Word creates a hyperlink for you when you type the address of an existing Web page, such as https://www.stl-training.co.uk if the automatic formatting of hyperlinks has not been turned off.
The 'hotspot' can then be considered the clickable link, which in this case is the URL you type.
'Hotspots' can also refer to areas of an image that have been hyperlinked to URLs or documents.
