How can I display PDF documents in a PowerBI report using the PDF viewer? I have read that I have to convert the file to a Base64 format but do not understand how to do this? Is there another way?

Have you tried just to connect to the PDF file?
I have no experience using the PDF Viewer in Power Bi but I found the link below where it is described how to get the Base64 format by using Python or C+.

Hi Jens,
I'd like to embed the PDFs to display in PowerBi, rather than to pull data using the connector.
I tried the PDF viewer using Base64 format but will have another go. I am not very experienced at using this.

Hi Matthew,
To embed a PDF file in Power BI reports, you can use the HTML Content visual.
However, it is not possible to display a PDF file directly inside the visual report as requested
One workaround is to create an external website to display the PDF file and put a direct link in Power BI. When the user clicks on the link, a new tab opens showing the PDF
Alternatively, you can use the PDF connector to import data from PDF files into Power BI
If you want to embed a report in a secure portal or website, you can use the Embed report feature in Power BI.
This feature generates an HTML snippet that can be used to embed the report securely in your portal or website
