When I right-click in tool bar and I pick a tool bar I want from the list, it automatically docks the tool bar. How do I change this so that it appears as a small toolbar in the body of the document and does not dock? And also how to reverse this?

Thank you for your question and welcome to the forum.
The behaviour of a toolbar (i.e. whether it docks or not) seems to depend on whether it has been made into a floating toolbar previously or not.
I think by default a toolbar will dock, but if it is pulled away from the top (or bottom) of the screen so it is floating, the next time the toolbar is turned on it remembers this and appears in the same position it was in previously.
