Do I need to save a version of Project2007 to a lower version in order to open it on Project2003 software? Can Project2007 open all other Project files?

Thanks for you question
It all depends on whether the 2003 application has service pack 3 installed. If it does, then you can open 2007 files directly with no difficulty.
If service pack 3 is not installed, then you will have to save it as a 2003 file.
2007 can indeed open all previous versions of prject
