How can I access headers and footers in a protected form we have tried sectioning off, but still does not work.

Thank you for your question.
One way around the problem would be to try multiple continuous sections in your document, around the form you have created. When you apply protection to the document only select the section that contains the form. Leaving the other sections unchecked should in principle leave them (and their headers) available for editing.
I will try and set up an test to check this out. You may find it helpful to give it a try as well to see if it resolves the problem.

It looks like there is no way to access the Header / Footer area if protection is applied.
I believe some people create Macros to switch protection off temporarily while they update the header then re-apply protection once finished but as far as I can find there is no way of doing this easily for the end user.
