Thank you for your question.
Resource sharing can be found on the Tools Menu. First create your resource pool - in effect a project plan with just the resource sheet completed. Then open a project that requires resources and (with the resource pool still open in the background) go to Tools > resource sharing > share resources and set your plan to use resources from the resource pool. From this point on you can assign members of the resource pool to tasks in your project.
